It was founded on July 1, 2013 by an act of the North Dakota Legislature following a 2012 statewide referendum that authorized public support for two new technical institutes with campuses in Wahpeton and Dickinson. 

NDSCS's focus areas are health sciences and energy production technologies; these subjects account for about half of all programs offered at the college. When it first opened its doors to students, NDSCS had no permanent facility or faculty members but today has grown into a thriving institution.
